These guidelines are for projects that will take place throughout the winter.

All underground trenching for which Detroit Edison charges is subject to a non-refundable additional cost of $1.00 per trench foot, if we must complete the trenching between Dec. 15 and March 31. We will add this charge to defray the cost of practical difficulties associated with winter construction.

  1. The customer will have no liability for winter construction charges on main-line trenching if he/she has met all the following conditions prior to Nov. 1:
    1. Conduct a successful final walk on-site construction meeting to confirm the customer's readiness, as follows:
      1. Sewer and water installed
      2. Installed road crossings identified
      3. Grade established within 4 inches of final grade
      4. Grade stakes placed at all permanent above-ground Detroit Edison equipment
      5. Transformer locations marked with a 10-foot offset stake
      6. Clear trenching route, level with a side slope of not more than 1-foot rise in 10 feet, or a shelf sufficiently wide and level to accommodate the trenching machine
      7. All pertinent lot corners and other underground items staked and identified as determined by a Detroit Edison representative
    2. Stake the trench route for apartments and condominiums. Stake and identify building corners if buildings are not already under construction.
    3. Install and correctly wire service entrance points if we are installing services at the time of main line trenching.
    4. Submit total payment, Letter of Credit, or Letter of Escrow five days prior to
      Construction Start.
    5. Sign proper agreements and return them to their Detroit Edison Planner no later than five days prior to start of construction.
  2. The customer will have no liability for winter construction charges on services if he/she meets the following conditions at least seven working days prior to Dec. 15:
    1. Final grade (within four (4) inches) established
    2. Clear route for trenching
    3. Site accessible
    4. Address or lot numbers clearly visible from road
    5. Lot lines staked
    6. House wired:
      1. Meter enclosure
      2. Riser pipe, support clamp, and insulating bushing
      3. Main distribution panel w/main disconnect and panel cover installed
      4. Service entrance cable
      5. Grounding
    7. Application for service made with Detroit Edison and prepayment made
  3. The customer will have no liability for winter construction charges on customer-installed conduit on which Detroit Edison performs no trenching.
