In January, 2007, the Michigan Public Service Commission issued the 21st Century Energy Plan. The report called for three main changes to the state’s energy infrastructure:
- An additional 1-2 baseload power plants to meet an increase in energy demand
- A new energy efficiency program to conserve valuable energy resources
- A renewable energy standard (RES) to encourage the use of renewable fuels (such as wind) to produce electricity.
Currently, Michigan’s electric choice law (PA 141) does not provide the certainty needed to attract investors to finance the billions of dollars necessary to construct new baseload power plants. Nor does PA 141 address the need to ensure the state’s own energy security through the use of energy efficiency and renewable energy programs.
